Ramsey County RCCF Overview

The Ramsey County Correctional Facility, or RCCF, is operated by Ramsey County Community Corrections. It is not the Adult Detention Center booking jail at 425 Grove Street. RCCF holds adult men and women sentenced by the Second Judicial District Court for up to one year and supports work release, electronic monitoring, Sentence to Service, and reentry services. The county's 2024 Community Corrections Fact Sheets describe the facility as a sentenced county correctional facility with programs that can place eligible people in the community while serving a sentence.

The difference between ADC and RCCF controls the search path. ADC is the first stop for many arrests, warrants, booking records, and court calendar questions. RCCF is a later-stage county custody setting tied to sentencing. A person may be transported to RCCF after court or may be ordered to report on a court-approved date and time. If the court sends a person to state prison instead, the person moves out of the county facility system and into the Minnesota Department of Corrections pathway.

RCCF's program structure is also more varied than the jail roster path. Work Release lets eligible residents work or attend school while serving a sentence if the court authorizes it and the person meets employment or enrollment requirements. Community Alternative Programming can let eligible residents serve a sentence at home on electronic monitoring. Sentence to Service allows low-risk clients to repay the community through approved work projects. Those programs are not the same as release from a sentence.

The 2024 Ramsey County Community Corrections Fact Sheets list RCCF as a 556-bed facility. The same source reports a 2024 average daily population of 99, with 86 men and 13 women. Admissions were 1,317 in 2024, and releases were 1,262. The county also reports that RCCF population stayed low after COVID-era policy and practice changes, then rose from 71 in 2022 to 99 in 2024.

A Ramsey County Correctional Facility resident lookup should start with the county custody and court record chain, but the reader should not assume every RCCF resident appears on the ADC open-data roster. The ADC open-data roster focuses on current ADC inmates and recent releases. The older Adult Correctional Facility roster search had first-name and last-name fields at inspection, but it displayed a maintenance notice. Court records and data-practices requests are important fallbacks.

Ramsey RCCF Visits

Research did not locate a current official RCCF public visitation schedule, dress code, mail format, commissary fee schedule, or money-deposit vendor table. The 2024 fact sheet gives program detail, not visitor rules. That means the safest instruction is to confirm current rules directly with the facility before travel, before sending mail, or before attempting to deposit funds. RCCF residents may have different restrictions based on work release, electronic monitoring, or in-facility sentence status.

Ramsey RCCF Work Release

Work Release at RCCF is for eligible sentenced residents who have court authorization and proof of continuous legitimate employment or post-secondary enrollment. The program was placed on hold in March 2020 during COVID-19 and resumed in 2023. Ramsey County reported 38 Work Release participants in 2024. A resident's ability to leave for work or school is not automatic and does not mean the sentence has ended.

If the resident is on electronic monitoring or another community alternative, the court order and program rules may control contact and movement.

Court records can also show whether a sentence was stayed, modified, revoked, or completed.

If a Ramsey County defendant receives a state prison sentence, RCCF is not the final lookup channel. Newly sentenced people may take several business days to appear in the MNDOC public locator after transfer and processing. During that gap, the county roster, court file, and facility phone line may need to be checked together.
